How slow is too slow on NOW Broadband?

WiFi is the suspect more often than the line itself, range, interference, an aging router. Test via ethernet to rule that out before assuming it's a line fault. If the wired speed is still well below advertised, you're entitled to an investigation under Ofcom's voluntary code.

Can I switch from NOW Broadband if my speed isn't fixed?

Yes. Under Ofcom's voluntary code of practice, if NOW Broadband can't restore your speed inside 30 days you can leave penalty-free even if you're mid-contract.
